The Japan International Cooperation Agency (JICA) is a governmental agency responsible for implementing Japan’s Official Development Assistance (ODA) in a unified manner and engages in international cooperation for developing countries. Through technical cooperation, financial support, and knowledge sharing, JICA partners with countries to address social and economic challenges.
In Ukraine, JICA has been active for many years, but its role became especially critical after the full-scale invasion by Russia in 2022. Since then, JICA has responded rapidly and on a large scale, focusing on emergency assistance and long-term recovery. Its efforts include supporting economic stability, restoring essential infrastructure, and improving living conditions for communities affected by the conflict. Beyond immediate relief, JICA emphasises resilience and sustainable recovery and reconstruction.
JICA also strongly recognises the importance of private sector participation in achieving a resilient Ukraine and ensuring sustainable recovery in the medium and long term. To catalyse such engagement, JICA promotes business support and investment facilitation, creating opportunities for private sector players to contribute to reconstruction and development.
By combining financial aid, technical assistance, and partnerships with both public and private actors, JICA aims to help Ukraine rebuild and lay the foundation for a stable and prosperous future.
